Chain and padlock mystery solved
It seems there was a reason why the chain and padlock had been left hanging. I went by there again today and the gate was locked with a new padlock looped through the hasp of the old one.
Perhaps someone lost the key? Perhaps the lock had rusted up after the long hard winter? Anyway, the chain is back in its place, preventing people from driving onto the footpath and cycleway.
